Regulations of aid for economic diversification of rural areas and the Leader Calls for the year 2012.

The past twenty-nine of December two thousand twelve came into force the Order of AAM / 429/2012, of 21 December, approving the regulations OF FUNDING FOR THE economic diversification RURAL AREAS UNDER THE LEADER Axis 4 development program Catalonia rural 2007-2013 AND convened for the year 2012 with the aim of promoting the realization of investments that generate economic activity and diversification of rural economies by improving the processes of transformation and marketing of certain agricultural products, the creation, expansion and / or improvement of micro and small and medium enterprises, promotion of tourism and the conservation and enhancement of heritage Natural applicable only to rural areas that are included in Annex 2 to this Order, including all municipalities of the Walnut.

The grant funding has character and is directly applicable to the costs incurred by the final beneficiaries of the same, the amount may not exceed 35% of the eligible investment or to 200,000.00 euros per beneficiary over a period of 3 years in the case of measures to improve the processes of transformation and commercialization of certain agricultural products, creation and development of micro-enterprises and to promote tourist activities, and not more than 80% of the eligible investment or 250,000, 00 euros per beneficiary over a period of 3 years for the conservation and improvement of rural heritage, with possible increase in cases valued.

Compete to be beneficiaries of these grants those who meet the following requirements:

1. Eligible investments for a minimum of 12,000.00 euros, excluding VAT, in the territorial Leader.
2. Carry out projects aimed at any of the purposes mentioned above, approved by the General Directorate of Rural Development proposed by the selected LAG.
3. Be aware of their tax obligations, Social Security and the Government of Catalonia.
4. A commitment to maintain and manage directly the subsidized activity for a minimum period of 5 years from the date of the award of the grant, the breach of this obligation will result in total or partial withdrawal of aid .
5. A commitment of advertising funders with a plaque provided by the GAL, keeping it visible for a minimum period of 5 years from the date of the award of the grant. Requirement to comply only to those investments whose total cost exceeds EUR 50,000.00, or infrastructure cost of which exceeds EUR 500,000.00.
6. A commitment to bookkeeping business funded according to applicable regulations.
7. Be recorded in the corporate purpose of the statutes of legal persons for profit and nonprofit entities owned by local activity for which support is requested.
8. In the case of legal persons for profit, the company adhere to the principle of independence and not part of a jointly controlled group of companies and / or associated company, in accordance with the General Plan Accounting for SMEs.
9. Owning or usufructuary of the facilities where they want to do the work or, if not so, having written consent of the owner to do it.

Regarding the request for assistance, processing and resolution of the same, noting that requests will be formalized in standard form available on the website http://www.gencat.cat/agricultura/ajuts/ or any dependence DAAM addressed to the General Directorate of Rural Development and presented to the headquarters of the LAG belongs to the municipality where they are running the investments within 45 days from the day following the publication of Order the BOA, ie, the twenty-eight day of December two thousand twelve. The priority criteria and specific standards for which are governed by the selection of projects and proposals for action will be determined by each LAG, in Annex 2 to this Order.

The procedure for granting the subsidy will be on a competitive basis, GAL competent technician with the appropriate regional office, verifying and certifying the non-commencement of works, with subsequent transfer to the regional office of DAAM of all applications received and projects that deliver eligibility report in accordance with the result of the evaluation of the project conducted by the Committee on Eligibility and returned to the GAL in order to make the assessment, giving a percentage aid on investment for each project proposal and issuing subsequent binding of the regional office DAAM review and, if appropriate, approve and processed in the Service Programming and Rural Revitalization in examining body condition of the records of aid.

The decision aid corresponds to the head of the General Directorate of Rural Development and DAAM must be notified in writing to the final beneficiary within six months from the date of the deadline for submission of requests. The beneficiaries must notify the GAL termination actions, within 10 calendar days following the end of the proceedings, with detailed information on expenditure, which will be checked and verified by the technical staff and GAL regional office issuing the proposed certification basis for the proposed payment, which reviewed and verified by the regional office of DAAM and later sent to Service Programming and Rural Revitalization of the General Directorate of Rural Development for the final proposal and payment of the grant.
